Frankly, the defeat of Maul at the hands of Kenobi was more than likely a result of gross underestimation, and of combat sense clouded by irritation at the difficulty these two relatively unknown Jedi had put up for him. All in all, conjecturing that Maul was simply unskilled cannon-fodder for Sidious is grossly misinformed, if you take into account the very nature of the Rule of Two.
