I think it’s actually very simple. Steve knows Bucky is fine, and he wants Bucky to actually live his life for the Captain America Shield Tshirt since he signed up into the army back in the 40’s. Bucky hasn’t lived his life in a long time. He has to also still cope with things he has done now free of the control factor, cause lets face it. If he wasn’t free, he would still be frozen. Steve wouldn’t want to put the added pressure on the newly free Bucky to be the new Cap. He would just want him to live his life for the 1st time in years.
